1.00 League Charter

1.01

The Iowa Baseball Confederacy (IBC) derives its name from the W.P.Kinsella book of the same name.

1.02

Dave Mindeman, Founder and First Commissioner, 1988-1991.

1.03

IBC is a league that will promote competition yet be played for the pure enjoyment of the Game.

1.04

APBA Baseball for Windows (BBW) Version 5.75 will be the program used by the IBC.

1.05

All mangers must have a copy of BBW 5.75 with League Manager, Advanced Draft and Statmaster to participate in the IBC.

1.06

The Commissioner will provide the initial IBC Organization Disk prior to the season. Please do not set up your own Organization Disk.

1.07

All managers are required to purchase the current APBA data disk.

2.00 League Officers

2.01

Steven Daniels, IBC Commissioner has the authority to mediate disputes on organizational issues or between managers and make final decisions when all sides of an issue have been presented and are still unresolved.

2.02

The Commissioner shall have the authority to assess penalties and or dismiss managers for overuse of players, habitually late files or league correspondence or other conduct detrimental to the IBC. This specifically includes collusion or cheating of any type.

2.03

The Commissioner, above all, shall strive to be accessible to the league and help promote communication and understanding among the members of the IBC.

2.04

The Rules Committee shall consist of 3 members. One will be the Commissioner and the other two will be elected representatives of the AL and NL and those league reps will serve 2-year terms and can be reelected indefinitely.

2.05

The Rules Committee is currently made up of Steven Daniels IBC Commissioner, Ray Schwartz NL Representative and Rob Gabel AL Representative.

2.06

The Rules Committee will solicit Rules Proposals and will discuss/debate to determine the next steps.

2.07

Proposals deemed as minor will be implemented if ratified with a 3-0 vote in favor by the Rules Committee. Minor proposals that receive 2-1 in favor will be sent to the IBC members for formal voting.

2.08

Proposals deemed as significant will be discussed in great length and those with a 2-1 or 3-0 vote in favor will be sent to the IBC members for formal voting.

2.09

Proposals that receive 1 or 0 votes by the Rules Committee will no longer be considered but could be presented the following year.

2.10

Proposals presented to the league will require 16 votes to Pass (2/3 of the league).

3.00 League Structure

3.01

IBC will be composed of two 12-team Leagues with three 4-team Divisions per League.

3.02

(1) American League, the Designated Hitter will be used; and (2) National League, will follow the rule in place by MLB for the season being played

3.03

Regular season length will be 162 games.

3.04

There is no Inter-League play.

3.05

Each team will play every other team in their Division 22 games per year, and will play 12 games per year against each of the teams from the other 2 Divisions.

3.06

This is a continuous ownership league and all players, once drafted, will remain with your team until traded or released (except minor league prospects defined below who have a 3-year contract)

4.00 Live Play

4.01

The intent behind Live Play is to allow managers the opportunity to personally manage each game if he so desires.

4.02

The current preferred method of Live Play is Team Viewer.

4.03

Live play is at the discretion of the Visiting manager and the home team should make all reasonable attempts to accommodate that desire. This includes offering to let the Visiting manager play the games vs a Micromanager if the home manager is unavailable to play Live.

4.04

A manager should contact his opponent as soon as possible in a week to set up Live Play, and home managers should wait a reasonable amount of time before playing the games vs a micromanager.

4.05

A manager who will be out of town should contact his opponent to make arrangements to play games. With email, there is no reason a short note cannot be sent when a vacation is planned.

4.06

If one manager initiates contact to schedule the weekly series and receives no response by 5:00 Eastern Time Sunday (assuming at least 24 hour in advance request), the manager that initiated contact may play the series against the micromanager (default is Duke Robinson Jr unless one is selected in the f-file).

4.07

If a manager is more than one hour late for a scheduled Live Series without providing notice to the other manager, the manager ready to play can play the series against the micromanager (default is Duke Robinson Jr) of their choosing.

4.08

Flexibility and common sense are the keys to Live Play, managers should make every effort to be reasonable.

5.00 Regular Season

5.01

The season will start at a time determined by the Commissioner (generally after April 1st) and will run for approximately 6 months. Prior to the season, all managers will send a roster file with lineups and rotations to the Commissioner.

5.02

Each manager will have the opportunity to make changes to his active roster, rotation, and lineups before each series.

5.03

IBC will play Weekly Series of 5 or 6 games in length vs one opponent. The 5 game Intra-Division series will be the final 6 series of the season.

5.04

Games will be played between Thursday and Monday night.

5.05

Franchise files with game results will be due to the commissioner by 6:00 AM eastern time on Tuesdays.

5.06

The Commissioner will send a results file out as soon as possible on Tuesday.

5.07

Any manager desiring to make changes to his active roster, rotation or lineups can submit a new default file by 6:00 AM eastern time on Thursday.

5.08

The Commissioner will send a new Playball File out as soon as possible on Thursday.

5.09

Trades that are made during a week must be reported to the Commissioner by both teams before 6:00 AM eastern time on Thursday in order to use the players in the games that week.

5.10

Rainouts will be rescheduled if the teams meet again in the season, otherwise rainouts will not be made up unless it impacts a team making the playoffs. If it effects only playoff seeding the game will not be made up (if the teams don’t meet again that season).

6.00 Playoffs

6.01

There will be 2 off days between the end of the Regular Season and the League Division Series (LDS).

6.02

The winners of each division will make the playoffs. 

6.03

The second place team in each league with the best record will make the playoffs as a "Wild Card" team.

6.04

In the event of a tie a One Game Playoff will determine the Division Winners or a Wild Card team.

6.05

Ties for division titles will be broken before any ties for a wild card spot are determined. A coin flip will determine the home team for any One Game Playoff game.

6.06

Ties will not be broken solely to determine playoff seeding. In the event of a tie for playoff seeding the tie will be broken by (head to head) Regular Season record, and failing that by a coin flip.

6.07

The Division Winning team with the best record will play the team with the worst record in a best of 7 Game Series and the other two playoff teams will play each other in a best of 7 Game Series.

6.08

The team with the better record will have Home Field Advantage in a 2-3-2 format.

6.09

The Wild Card team will not have the Home Field Advantage under any circumstance (unless 2 Wild Card teams meet in the World Series).

6.10

There will be at least one rest day before the League Championship Series (LCS); more if the LDS finishes in less than 7 games.

6.11

The winners of the 1st round of the playoffs will meet in the best of 7 LCS

6.12

The team with the better record will have the Home Field Advantage in a 2-3-2 format except that a Wild Card team cannot have the Home Field Advantage in the LCS.

6.13

There will be at least one rest day between the end of the LCS and the beginning of the World Series; more if the LCS finishes in less than 7 games.

6.14

The winners of the NLCS and ALCS will meet for the IBC World Series best of 7, the team with the better record getting the Home Field Advantage in a 2-3-2 format.

6.15

The DH will be used for AL homes games and the NL will use the current rules in place by MLB with regards to the DH.

7.00 Roster Rules

7.01

Team rosters will be limited to 42 players, including up to 10 prospects.

7.02

Prospects are defined as minor league players, amateur players or uncarded major league players.

7.03

Teams may carry more than 32 major league players if they wish. Roster slots 33, 34, 35, 36, 37, and 38 are "flex" slots that can be either major leaguers or prospects.

7.04

Rosters are composed of a Field Roster and a Reserve (Farm) Roster. The Reserve Roster will be directly affiliated with the Field Roster in order that they may be viewed together.

7.05

Field Roster for league play will be 26 players including at least one back up player at every position and at least 9 Pitchers. A player may be the sole backup at two positions maximum.

7.06

Rosters may be adjusted at the beginning of each series, between Tuesday morning and Thursday morning.

7.07

For the final 6 series, field rosters will be expanded to 38 players.

7.08

Reserve Roster is the 6 to 12 players that can be placed on the Field Roster at the beginning of each series. A maximum of 4 on the Reserve Roster may be uncarded and cannot appear in an IBC game.

7.09

Prospect players are those who are not carded by APBA for the current season (and placed by the manager on the Prospect roster) or have never been carded.

7.10

Prospects carry a 3-year contract. This contract is canceled only if the player receives an APBA card in a subsequent season or the 3-year period expires.

7.11

If a Prospect does not receive an APBA card in three years, he is automatically waived and eligible to be drafted by any team during the next Pre-Season draft.

7.12

If a Prospect is traded their 3-year contract continues unchanged; the time does not reset with the new team.

7.13

If a Prospect dies while under contract, he will be released after the current season (or immediately if he dies between the end of the season and the draft).

7.14

A Prospect can move up to the regular roster only if he receives an APBA card. He cannot move up to the regular roster as an uncarded player.

7.15

Non-playoff teams may cut 1 Prospect before the 3-year contract has expired. This decision must be made and communicated to the Commissioner before the start of the IBC Draft.

7.16

Previously carded players indicated as DNP (Did Not Play) may be offered a 3-year Prospect Contract and can be requested at any time.

7.17

Announced Cuts are Final and cannot be repealed.

8.00 Trading

8.01

Trading is open all year. However, in-season trades must be completed by the end of 4 months of play to take effect for the rest of that season. The Commissioner will announce the specific date for each season. Any trades made after that date will not take effect until the off-season.

8.02

In-season trades must adhere to roster restrictions. If a trade gives a manager more than 42 players he must cut a player (or players) immediately.

8.03

A team cannot acquire an 11th Prospect at any time, even in-season when it is clear that one or more of the team’s Prospects are going to be carded the next season.

8.04

Off-season trades do not have to adhere to all the roster rules. A team may acquire more than 42 players in the off season.

8.05

Managers must be careful when trading for Prospects due to the limit of 10. The Commissioner will void any trade resulting in an 11th Prospect for a team.

8.06

Draft picks may only be traded for the immediate upcoming Pre-Season draft. The conclusion of the Pre-Season draft marks the time that next year’s draft picks can be traded.

8.07

Trades are deemed complete when both managers notify the Commissioner.

9.00 Pre-Season Draft

9.01

The Pre-Season draft will be set to a Saturday in February and conducted via an online IBC chat room. Managers who cannot attend the chat session can submit draft lists or participate by telephone.

9.02

The draft will consist of 8 rounds

9.03

The 8 playoff teams will draft 17-24, with time of playoff exit included in the slotting of teams.

9.04

The 2 LCS losers will draft 21 and 22 / World Series Runner-Up 23 / Champion 24

9.05

Draft ties will be determined by the away records for the previous season, with the team with the better away record drafting first in the first round and then reversing the order in alternating rounds. If away records are equal a coin flip will be used.

9.06

The Top 5 picks will be determined by a Lottery. Non-Playoff teams will be awarded Ping Pong balls based on Regular Season record. An independent website such as random.org will be used to execute the lottery.

9.07

Ping Pong Balls - #24 (worst record) gets 16 and continues as follows..#23 (15), #22 (14), #21 (13), #20 (12), #19 (11), #18 (10), #17 (9), #16 (8), #15 (7), #14 (6), #13 (5), #12 (4), #11 (3), #10 (2), #9 (1)

9.08

Once the Top 5 picks have been determined, the remaining picks will be placed into draft slots in reverse order, according to winning percentage.

9.09

The Commissioner will send out the complete order for all rounds prior to draft day.

9.10

The draft lottery applies to the first round only

9.11

All players (professional or amateur) not currently on IBC rosters will be eligible for drafting.

9.12

If a team drafts an 11th (or more) Prospect, that player will immediately be cut and will be placed in the pool for the Waiver draft. The team drafting the extra player will not be allowed to pick another player in his place. If the player goes undrafted in the Waiver draft he will be draft eligible next season as though he had never been picked.

10.00 Waiver Draft

10.01

At the conclusion of the Pre-Season draft and a brief trading period, rosters will be cut to 42 players.

10.02

All released players, as well as all carded players not selected in the Pre-Season draft will be available for the Waiver Draft process.

10.03

Carded players claimed must go on the Regular roster.

10.04

Uncarded players claimed may go on the Regular roster or Prospect roster (if the team is under 10 Prospects).

10.05

The Waiver Draft order will be set in the inverse order of the final standings.

10.06

Trading of position in the Waiver Draft is not permitted.

10.07

At your draft spot each team may pick up to 3 players from the waiver list and at the same time designate the players on their current roster they will be releasing to accommodate their waiver selections.

10.08

The players released during the process will be available to those managers drafting later in the selection order.

11.00 In-Season Waivers

11.01

At the conclusion of the Waiver Draft a Waiver List of approximately 50 players will be established. Players will be eligible to be acquired under certain guidelines.

11.02

The list of 50 players will be carded veterans for use if a team needs coverage because of usage limitations at some time later in the season or for any other reason.

11.03

To acquire a player from the Waiver List, a manager must release a roster player (unless the team has an open Roster spot).

11.04

Listed players are first come, first served and after being claimed off the Waiver List are yours to keep until traded or released.

11.05

Waiver claims must be sent to the entire league to become effective.

11.06

The Waiver List will be closed at the trading deadline during each IBC season.

11.07

Emergency Waiver Claims (EWC) are for coverage in case of injury and are only in effect for the duration of a specific injury to a specific player on the Regular roster.

11.08

The 50 players on the defined Waiver List are not eligible to be chosen as EWC players.

11.09

EWC claims must be either Pitchers Grade 5 or less, or Hitters who are "930" players (i.e. have an OBP + SLG of .600 or less)

11.10

The EWC player must be dropped when the injured player is healthy.

11.11

Teams will be allowed a total of up to 4 Waiver transactions (any combination of Waiver/EWC) claims per season (Waiver Draft selections are not included in this count).

11.12

Waiver claims in excess of 4 will not be allowed, although under extraordinary circumstances extra claims may be permitted to address coverage issues but the Commissioner may assess penalties as he sees fit.

12.00 Player Minimums and AIM

12.01

The IBC uses full Advanced Injury Management (AIM) with SF=100 and MBF enforced.

12.02

All injuries incurred during IBC play will count.

12.03

Teams are required to have a minimum amount of coverage at the beginning of the season with a minimum of 1100 PR at each position and 7000 MBF among the pitching staff.

12.04

Teams must have at least one backup at every position at all times. If you have only one backup, and your starter or backup is injured you must make a Trade, a Waiver claim or an EWC before your next series.

12.05

It is strongly recommended amongst your roster makeup to have at least 3 players who can play each position to help offset injuries.

12.06

Before the season begins, the Commissioner will make several changes to Pitchers including all Grade 1 and 2 Pitchers being converted to Grade 3.

12.07

Grade 4 and 5 Pitchers MBF will be doubled to a maximum of 1188. Grade 3 Pitchers MBF will be adjusted to 1100 unless already higher. Grade 6 and 7 Pitchers will get a 25% boost to their MBF.

12.08

Grade 3, 4 and 5 Pitchers will have their Q factor adjusted to 2 and Grade 3 Pitchers will have their J factor adjusted to 1 unless already a ‘1’ and ‘0’ respectively.

12.09

Before the season begins a team may add a RP rating to 2 Pitchers on the team. This is a one time only adjustment and ratings cannot be added later, nor may a team decide on different players once the season starts.

12.10

The requested RP rating may be removed if a manager desires. This will not effect live game play at all but it may make a micromanager more likely to use a player from the pen as you desire.

12.11

Players with an OBP+SLG of .600 or less are designated by AIM as innocuous players. These players will receive a PR of 930 and are referred to as "930" players.

12.12

Injuries will carry over into the playoffs.

13.00 Playing Rules

13.01

Starting Pitchers cannot be removed from a game unless they meet one of the following: Pitches 3 full innings / Gives up 3 runs (earned or unearned) / Allows 7 baserunners via hits, walks or hit by pitch (errors don’t count).

13.02

Any pitcher (Starter or Reliever) must be removed at the end of the current inning if they have given up 8 runs (earned or unearned).

13.03

Pitchers cannot be used as Designated Hitters (DH) or as Pinch Hitters, except for those that meet Two-Way Player status.

13.04

One exception: A Pitcher may be used as a Pinch Hitter provided all position players on the bench have been used in an extra inning game.

13.05

Pitchers can be used as Pinch Runners.

13.06

The Hit & Run play can be used anytime the score is within 3 runs or less, up to a maximum of 4 times per game. It may be used once every 2 innings after the 9th inning in addition to the original 4.

13.07

Players are allowed to play only the positions listed on the screen. The only exception is when the last player at a position is injured during the game or series. When using a player at an unrated position, the substitute must be a reasonable choice.

13.08

If the only available player is listed as Available, Tired, Worn Out, or Bushed by AIM he must still be put in the game before you are allowed to play an unrated player at that position.

14.00 Player Restrictions

14.01

As long as a player is not injured you can keep using him, even if it is more than he was used in MLB, except for starting pitchers (see below).

14.02

Starting Pitchers are not permitted to start more than 40 games, unless they had more than 40 Games Started in the MLB season.

14.03

Two-Way Players are those with MLB totals that exceed both 25 Innings Pitched (IP) and 150 Plate Appearances (PA). Two-Way Players will have AIM control usage for the primary position and the other position is limited to IP +10% or PA +10%.

14.04

Playoff Limited Use Position Players will be those who had less than 100 Plate Appearances in the MLB season. They are limited to 10 percent of that number in a playoff series, rounded to the nearest whole number. Example, a player with 64 MLB Plate Appearances is limited to only 6 in a playoff series.

14.05

This Limited Use calculation starts over for each series and unused plate appearances do not carry over from one series to the next.

14.06

930 Players are exempt from these Limited Use restrictions

14.07

Teams are required to use at least a 3-Man Rotation in the playoffs, no pitcher may start a game who has started one of the two previous playoff games.

14.08

Pitchers with fewer than 5 IBC starts and 25 IBC innings pitched may not start in the playoffs.

14.09

Base stealers Regular Season will be limited to their actual MLB Stolen Base attempts plus 15%. This includes attempts made during hit and run plays and bunts.

14.10

Base stealers Post Season will be limited to no more than 50% of their MLB Stolen Base attempts. This calculation starts over for each playoff series.
